The promise: no elevator, no surcharge

Plenty of haulers quote you a low number on the phone and then add a "stairs fee," a "heavy fee," or a "walk-up surcharge" when they see the third floor — or worse, the crew renegotiates on the landing with your couch half-wedged in the stairwell. Does Portland pick up furniture from a walk-up?
